I'm confused (which is not unusual and certainly common while analyzing Obama's policies). Why waste time, money and brain power when Obama promised we would be "completely off fossil fuels in 10 years?" Let's skip to the end of the story and get the electric cars on the road! Making the auto industry jump through hoops to meet these standards is just slowing us down in our electric car quest.
